   Ohio Voting Woes10.8.2004 There is a controversy brewing in Ohio that could affect which way the state's 20 electoral votes go. Republican Secretary of State Kenneth Blackwell has decreed that provisional ballots be cast only from the district in which the voter is registered. In the past, if someone had moved and neglected to register in their new district, they'd be issued a provisional ballot in their new district and allowed to vote. But according to the Blackwell ruling, if someone shows up and is told they're not registered to vote in the district, they won't be issued a provisional ballot. They will have to travel to their old district, wherever it may be. The result will be that many people won't vote, because they will be unwilling or unable to travel to their old district. Blackwell's critics charge that it's a GOP tactic to depress the number of votes cast. In 2000, 13,000+ provisional ballots were cast in the state. In this year's election, that could be enough to swing the state's electoral votes one way or the other. More interesting will be Beasley's numbers - he needs at least 40 percent of tomorrow's vote to win the runoff.
